It sounds like you have been very patient with your frightened horse.  I don't 
know your training method, but be sure you are not rewarding your horse for his 
bad behavior by offering soothing tones and pats to 'settle him down'.  Any 
sign of head shaking, tail batting, or an unauthorized increase in speed should 
cause you to speak sharply and do some quick correcting with a jerk on the 
lines.  Reward him for good behavior by reducing this mental pressure.   If you 
are sure you are already working him this way then he should have had enough 
time to learn.  Be careful, and don't put yourself in a questionable situation 
until you are sure he will listen.   Candy
