There is nothing like "mark all pages before this revision".

Yes it's a caching problem. The solution is to simply touch the conf/local.php.

Basically the publish plug-in adds his own css, which is printed out
via dokuwiki (lib/exe/css.php). This css is cached, so it can take a
little until it's cached too.
