Yes, I had this problem with the default template. the
http://dg.lapas.info/wiki_naujas/
uses the default template.
the upgraded version,
http://dg.lapas.info/wiki2/
has the most up to date sidebar template.
The effects are the same: no css at all.
So it is not the old-new template problem. The problem is, the css file
gets generated (you can try to validate using w3c service to see for
yourself), and it does get referenced in the code of the page, but the
styles are not applied.... AT ALL
