So it is not the old-new template problem. The problem is, the css file gets generated (you can try to validate using w3c service to see for yourself), and it does get referenced in the code of the page, but the styles are not applied.... AT ALL
In FF trying the edit.css function,
default template wiki shows an empty css. sidebar wiki gives a http 500 internal server error code
Using the view css function
default template wiki shows the css. sidebar tempalte wiki gives same 500 error
It appears your web server is doing something wierd.
