Is there a way to add page breaks to a page, so that when it is printed
it will not interrupt things like paragraphs, etc?

The goal is tokeep steps in directions together with their
illustrations. Has anyone managed something like this?

I've been using DW for reports and such recently, printing to PDF similarly to how you're doing it. The only thing I've seen is that different browsers print differently, which makes an impact.

Firefox will happily cut images in half, but IE 6 will actually avoid
doing this. (So IE 6 already has the better printout.)

Neither respects tables, they'll cut them in half. As far as
paragraphs being cut off though, I'm unsure; I've not (so far) been
able to construct a page that really demonstrates this behavior either
way.
