We have seen brown and cloudy water in Deanwood. Can we get regular updates of
the results of water quality during these replacements?

As a final piece of information for this week’s update, we want to inform you
of a separate notification that many of you have already begun receiving from
DC Water. As some of you may be aware, prior to any scheduled water shut-offs
we will have for water main tie-ins as part of this project, we will need to
conduct what we call “test-shuts”. During test-shuts, we will essentially
need to visit the area and check valves along the existing mains in order to
identify operational valves that will be needed to turn off water inside the
mains when we need to conduct this phase of work. In testing the valves, we
will essentially be turning them on and off for brief intervals, so some
residents will experience brief interruptions in their water service during
these test-shuts. We will be conducting a series test-shuts in your area on
the following dates:
Tuesday, March 9 – Test-shuts will be conducted in the 44th Street and Nannie
Helen Burroughs Avenue area
Wednesday, March 10 – Test shuts will be conducted in the 48th and Hayes
Streets area
Thursday, March 11 – Test shuts will be conducted in the 47th Place and Jay
Street area
All test-shuts are scheduled to start at 9:30am and last for approximately
2-4 hours.
Now, for the notification information – besides this update from me, all
customers whom will be affected by these test-shuts are also receiving
notifications via our ‘Everbridge’ automated notification system. Affected
customers will be receiving this separate notification to both their email
and telephone accounts that we have on file for them. Should any of you
receive these notifications, we just want you to be aware of them, and not be
alarmed. This is all being done as step toward improving our outreach and
notification efforts to inform our valued customers of scheduled water
shut-offs.

As mentioned in a previous update, during this portion of work we will be
connecting the new water service lines to homes in these blocks to the newly
installed water mains. As a reminder, please see below specific details on
what residents can expect to see during installation of new water services.
Typically, during installation of new water services, you will see the
following:
We will begin to paint the areas where we will be working, so you may begin
to see paint markings on the sidewalk, portions of the roadway, and even on
portions of yard spaces.
Essentially, we will be replacing the portions of water service lines feeding
homes in the block on the city (public space) side. This could include
replacing portions of lead service lines with copper service lines in public
space (in cases where the public portion of the service line is lead), and/or
upgrading the diameter of the service line in public space from ¾ inch up to
1 inch.
Where property owners may have lead for the portion of their service line
inside their private property, DC Water will replace this portion of lead
line with copper if the property owner has signed a Lead Service Replacement
Agreement with DC Water and a service order for this private side lead line
replacement has been issued.
We will provide our standard 48-hour advance notification door hanger before
starting the work.
As property lines vary widely across the District, we understand that for
many of the properties, portions of the front yard spaces are located in
public space (property owned by the District). Despite this fact, we
understand customers’ sensitivity when it comes to disturbances inside yards,
so we will do our very best to work around plantings and pavers in the public
space portion of yards; we do strongly suggest that property owners
temporarily remove these items prior to the work, however, because DC Water
is not responsible for replacement of these items, if damaged.
Similarly, for portions of yard spaces located inside customers’ private
property, DC Water is not responsible for replacement of any plantings or
pavers that are damaged during private side service line replacements. For
this reason, we ask that customers temporarily remove these items inside
their private property as well.
We may, on a case-by-case basis, need to perform a test pit in some of the
yards. This would include a small excavation (dig) in some of the yards in
order to access the pipe and/or move the water meter from the private
property over into the public space for future access, if needed. We just
want to make sure you have this information.

Week of January 11
We have nearly completed installation of 300 linear feet of new 8-inch water
mains on Jay Street, between 45th Place and 46th Street. We are scheduled to
complete this portion of work this week.
Today, we are scheduled to begin installation of 250 linear feet of new
8-inch water mains on Jay Street, between 46th Street and 47th Street. We are
scheduled to complete this portion of work on Wednesday, January 20.
Week of January 18
On Thursday, January 21, we are scheduled to begin installation of 250 linear
feet of new 8-inch water mains on Jay Street, between 47th Street and 47th
Place. We are scheduled to complete this portion of work on Thursday, January
28.
Week of January 25
On Friday, January 29, we will begin testing and disinfection of the newly
installed water mains at these locations. We are scheduled to complete these
activities on Thursday, February 4.
In observance of the Rev. Dr. Martin Luther King, Jr. Day Holiday, there will
be no construction activities taking place on Monday, January 18.
Also, in observance of the 59th Presidential Inauguration Event, there will
be no construction activities taking place on Wednesday, January 20.
Please keep in mind that the completion dates for these activities are all
highly dependent upon favorable weather conditions.

Greetings DC Water Community Stakeholders:
As you may recall from the notification that we’d emailed to you on 10/16
(below), our upcoming Small Diameter Water Main Replacement Project in the
Deanwood Neighborhood was set to start in early November. I have re-attached
our project information sheet to this update to re-familiarize you with the
project. The primary purpose for this new update is to inform you that we did
officially start our construction activities on some of the project area
streets last month.
To date, our Contractor has surveyed and mobilized on the following streets:
Hayes Street NE and Jay Street NE. Mobilization activities include
installation of tree protection fencing, project signs, equipment staging
site, and other related activities. Please see below a list of completed and
current construction activities and applicable dates for the work:
Active Work Location: Jay Street NE
Monday, November 9 – Monday, November 16
During that week, we successfully completed installation of 300 linear feet
of new 8-inch water mains on Jay Street NE, from 43rd Place NE to 44th Street
NE
Tuesday, November 17 – Friday, November 27
During that week, we successfully completed installation of 500 linear feet
of new 8-inch water mains on Jay Street NE, from 44th Street NE to 45th Place
NE
Friday, November 27 – Friday, December 4
During that week, we successfully completed installation of 300 linear feet
of new 8-inch water mains on Jay Street NE, from 45th Place NE to 46th Street
NE
Friday, December 4 – Thursday, December 10
Currently, we are installing 250 linear feet of new 8-inch water mains on Jay
Street NE, from 46th Street NE to 47th Street NE

Greetings DC Water Community Stakeholders:
This message is intended to inform you of a new DC Water construction project
that will soon begin in your area. As part of its Capital Improvement
Program, DC Water is replacing existing 12-inch and smaller cast iron water
mains in various locations throughout the city. Overall benefits of these
projects include improved water quality and system reliability. Construction
activities for this project will take place in the Deanwood neighborhood. The
scope of work will include installation of approximately 9,700 linear feet of
4-inch up to 12-inch water mains; replacement of service lines (lead and/or
other), as needed; replacement of fire hydrants and valves; and restoration
of all surfaces disturbed by the project construction upon completion of the
work.
The project is scheduled to start early next month, and be completed by
August 2021. The normal work hours will be from 7:00am to 5:00pm, Monday
through Friday. However, as construction moves forward there may be portions
of work that need to be completed at night and/or on weekends due to
inclement weather or other unforeseen circumstances-every attempt will be
made to keep these occurrences to a minimum. This and other important
information may be found on the attached project information sheet.
As part of our regular construction outreach program, we will provide the
following:

will be directly impacted by the project construction; all ANC 7C and 7D
Commissioners; Ward 7 representatives in the Mayor’s Office of Community
Relations and Services; and Ward 7 Councilmember Vincent Gray and members of
his staff.
This project information will be posted to our website at www.dcwater.com and
updated regularly.
Our Contractor will be going out beginning next week to hand deliver printed
copies of the attached project information sheet to all customers that will
be directly impacted by the project construction.
As our project gets underway, we will be providing you regular weekly email
updates to keep you informed about our work activities.

short-term construction impacts and long-term benefits, as well as address
