You can control from many ways.
General advice would be exploring the layout and house style menu things like
format, auto page break, document setup, engraving rules, and so on.
You can change the staff size, space between staves and systems, hide empty
spaces, lots of stuff you can do.
You really need a sighted person to properly format the score.
Some passages might have a lot of things and look crammed, and some passage
might have little materials and a lot of empty spots.
I don't think there's any safe rule. It really depends on the score.
I'd read the manual for sibelius and sibspeaking.

    hi all:
now i have strange thing, when i want to print something that i made using
sibelus 3, i can't control the number of bars in each page, may be one or 2
per page, of cores am talking about strings orchestra with 2 or 3 wood wind
instruments,
some pages have 2, others have one, etc.
and how can control this, and how can i make my enk softer than this, now
my enk is too too heavy,
and i lost all my enk in 5 projects, about 50 papers,
    any ideas?
