When SFZ talks about matching tempo, I think that statement is restricted to 
things like LFO speed that can be specified in musical time. You can't simply 
assign a wav file containing a loop to a key, load that SFZ file, press the 
key, and have the loop play in time with the project. That would require 
real-time time stretching, and, as far as I know, SFZ can't accomplish that.

Dimension Pro and RXP play Rex loops in time with the project, but that doesn't 
require time stretching. Rex/Recycle loops are pre-chopped in to pieces, and 
Dimension Pro and RXP simply trigger the individual chopped pieces at different 
rates, depending on Sonar's tempo. That's why, when you slow down the project 
tempo, you hear gaps of dead air in-between segments of Rex loops.

Acid loops are time stretched, but they need pre-processing, too. You can drop 
them on a track manually, drop them on a track using the Matrix View, and play 
them with Cyclone (but CYclone isn't really all that accessible).

The common thread here is that most audio that scales to match the project's 
tempo has been pre-processed in some way. The exception is when you convert an 
audio clip in to a groove clip, or else use AudioSnap.
