You can't run narrator in the windows PE environment, that is when you are
formatting drives, choosing your edition of windows, license etc. You can
however run narrator for the oobe (out of the box experience), assuming that
your sound card drivers are present, or that you have a generic USB
device/headset that narrator can speak through. The oobe is where you type
your username, computer name, password, enter product key and choose your
windows update and time/date settings, as well as join any networks that
might be available at the time.
If the sound drivers are available, or you have another device ready to go,
just press windows+U to launch the ease of access utilities, then when
narrator comes up speaking, tab over to "hear text on screen" and press the
space bar. After a few seconds narrator will come back up and you will be at
the oobe wizard.
Unfortunately for the other part of the install, you either need to run from
memory, have sighted assistance, or download the waic and create an xml
autoresponse file.
We have a project going to get sound drivers implemented into bart PE, which
will open up some possibilities.
