Sorry I said the wrong thing. You can create a tab by entering a position for it, and then pressing *return*.

That tab is then the currently selected tab, repeating the trick with typing a position and return will simply move the tab, not create another. To deselect it, click on the bottom half of the tab ruler.

OK just applies the tab ruler and saves it. As with most dialogues Ctrl + click on OK does the same as OK but leaves the dialogue open.
