As far as I can tell, IrfanView can open (and save) .ico files. I can't
be sure it can save a .bmp as .ico in a way that makes sense though as I
have not tried that.
I have a (Dropbox) folder full of .ico files all of which have been
extracted from .dll or .exe files. Most shortcuts that use specific
icons store the name of the .dll/.exe that contains them and the
index (ie 1st, 2nd, 3rd ...) in the (usually) collection of icon defs
stored within that dll/exe file.
When I set up an application-related shortcut I extract the icon from
the dll/exe concerned then store it in my shared-via-Dropbox icons
folder, then redefine the shortcut so it points at the shared standalone
icon file (and I do that with an environment variable that points at
the Dropbox folder symbolically, via %JN_DROPBXRT% so even if on some
future machine the Dropbox folder's name changes, it'll still find the
icon).
Thus later on if the application that "hosted" the icon definition is
uninstalled, or (on a new PC) is not yet installed, the shortcut will
still have the familiar icon.
I use Nir Sofer's iconsext.exe to do the extraction. See:
