Ummm.. based on this "...fresh install of 10.04"

I'll take it that this is some *buntu based system... ok

sudo apt-get update
sudo apt-get install lame
sudo apt-get install darkice

No the version in the 10.04 repo's is not the latest. Is there some reason you 
need something in the most current version or later version than in the repo? 

If you need newer pull down Kubuntu 11.10 or 12.4, I don't see these being a 
problem with the full 2GB RAM or use Xubuntu... if you don't need the X system 
you can set it to not start on Kubuntu or Xubuntu and just use CLI.

Oneiric has 1.0, I don't know about Precise.
