HI RYAN, Thanks for taking to time to review the new Rules and Guidelines from
the Blues Foundation. Although CTBS is already compliant with most of the new
rules, I have sent it to our Board of directors - and plan to follow the new
instructions. I like some of the new rules, such as the bands identifying
originals vs covers (and giving the credit where due) and the 250 radius (our
rule that every band must have at least 1 member reside in CT and 1 member
belong to the CTBS - keeps acts from Ohio, Texas, etc from registering for our
competitions).
But, the 3 times only rule needs deeper thinking. Three years starting when?
Because a band participated in the IBC 3 times in the mid 90"s - does this
exclude them forever after that. Personally, I think the rule is OK, but should
have a specified time - such as it starts over after 10 years or something like
that. Is someone at the Blues Foundation going to be responsible for keeping
statistics on the hundreds of bands participating over 20 years??. We have
Mike Crandall registered for this years Challenge. He is included in our
promotions and included in our scheduling ( the number of bands was a major
factor in adding an extra night of preliminaries at Black Eyed Sally's). Are we
supposed to tell him that if he wins, he cannot go to Memphis? To answer
Ryan's question, I will have to call the Blues Foundation. for clarification.Ed

carefully a few things stand out. Overal it seems like they are trying to
address some longstanding issues people had with the IBC as well as some ways
bands were working the rules.1. it looks like they already thought of the name
change routine.
2. Bands can no longer be selected by affiliates. Affiliates must hold a
preliminary competition.

The 33rd Annual International Blues Challenge broke all prior records of
