I had a discussion about the car in the photo with members of the Early Rails
group. While pay cars and hunting cars came up, details of the photo and the
one below on the page, showing the car on different passenger trains, suggest
that it was instead a combined baggage/railway post office car. The walkway
allowed communication between the passenger cars through the baggage section
and the engine without the conductor entering the mail area.
I've been told John H. White's History of American Passenger Cars shows other
cars of this type. It looks like it would be an interesting model.

I have seen plans for a paycar published in the Railroad Model Craftsman many

I checked out the photo
http://www.railways.incanada.net/Articles/Article2010_07.html and it is indeed ;
a pay car. CP operated the last one in eastern Canada (on their International
of Maine Division in Maine and New Brunswick) until July 6,1960 due to the
remoteness of the area.
An excellent history on CPR`s pay car services in CRHA`s Canadian Rail is well
worth the read.
