Not so, Roger. Tenders had a steam pipe to warm tender water during
freezing weather.

Likewise the oil bunkers, which had to be heated year round to keep
the heavy oil flowing. I suspect this then exhausted into the tender
cistern.
I am 100% sure that in the vast majority of cases, in Canada, the tender
water was not heated, the oil however, was.
The exhaust from the oil heater was exhausted to atmosphere, you can
sometimes see it in winter photos.
To unfreeze pipes leading to and from the tender, it's possible to blow back
hot water and or steam from the boiler back through the injectors but I'm
sure that the actual tender tanks were not heated. However, if someone can
prove otherwise, mechanical drawings etc., then I'll be happy to change my
mind.
