I have also seen that discussed before, and I agree that it sounds like a
customs issue. In Gary Zuters' book "CP Rail, 1993 Review", it mentions
that all of the big CP Alco's had duty paid on them, allowing them to
operate in the US. Perhaps there were other units as well, but only those
locomotives were mentioned.
