My first thought was a boiler as well but that CP water car photo
makes me wonder. It also appears a ladder might be up the side of
I interpreted that was strapping holding the tank on the car but I guess it
could also be a ladder and the car has no dome.

there are no noticible top connections for piping, no fire box and no
steam dome(although not all boilers showed these, I think I might be
I'm not any authority on marine stuff but I have a few old steam engineering
books that cover marine applications. I thought may be it was a gunboat
boiler type. There's no dome on them and the firebox end would be facing
away from the camera.
Anyway, it's hard to tell. Possibly Rob will have to purchase a copy of the
photo to learn more.
