The development contract protects the right of the developer to use common property for the purposes of completing construction of the development.
 
Warning signs are clearly in place and authorised traffic control personnel are also in place, as illustrated by the photos. 
 
The only unsafe issue is the refusal of residents to obey the traffic controls.  That is not something within the control of the builder.

Hi Minh
I took there photos this morning outside the Townhouses. The signs completely obstruct the footpath in a number of locations forcing pedestrians and parents with prays and elderly with shopping wheelers onto a narrow road with no speed inhibitors.
This is potentially a very dangerous situation and I request you address this with the builder and developer to come up with a safer solution that does not obstruct what is a very narrow pathway and roadway that carries 100% of traffic here.
