Dear Sir,
We feel the above application for a Childcare Centre (CC) in our estate will
cause considerable burden on the existing infrastructure which cannot be
remedied as well as greatly increased levels of noise and as such oppose it's
approval. Our primary points of concern are;
1. Unacceptable Increased Traffic
With a maximum of 89 sub 6 year old's in the center for which only a small part
will come from the estate's residents as many children here are taken care of
by the grandparents so say 70 will come from elsewhere and most of which will
be driven due to our estates location. This will introduce at lease as many
cars as children onto our already congested roadway at a time when most of the
residents are leaving for work and coming home again (7am/5-7pm). All these
cars will have to travel around the entire roadway to access the CC and then
exit through the estate's only intersection which has questionable visibility
when turning right. This coupled with traffic in the evening coming the other
way will cause issues and in all likelihood accidents.
2. Parking
While 11 car spaces have been allotted I doubt the CC will be able to use all
of them as intended. It is well known that parking is at a premium in our
estate and illegal parking is an ongoing issue which despite strict policing by
Council hasn't been eradicated and nor will it, this is how it is and not a
criticism of Councils efforts. The 3 spaces in front of the CC will in all
likelihood have cars illegally parked there so some of those spaces probably
won't be available on many occasions for their intended purpose.
Also I'm not sure how the 8 spaces in the basement parking will work, all our
basement parking entry and exits have security controlled gates installed to
stop unauthorized entry and illegal parking. So how do the parents/caregivers
drop off the children? If it's an intercom system where the CC staff will open
both the entry gate and exit gate, this will cause delays in getting into and
out of the carpark and as many people tend to arrive at the same time a queue
will form and will likely block the roadway until there allowed access/egress.
If that section of the basement carpark will allow free access to those areas
then there will always be illegally parked cars thus reducing available parking
for the CC and probably causing queues again while cars try and find parking.
3. Noise
The Acoustic Report prepared for this application talks only to the effect of
rail noise on the proposed CC. It does not mention the effect of up to 89 sub
six year old's on the surrounding residents which will understandably will be
considerable when the children are outside. We feel this will be intrusive and
unacceptable to the residents surrounding the CC as well as the Townhouses
opposite to the proposed CC.
