I believe the large amount of cardboard and household items is caused by the
high percentage of units being rented and tenants arriving and leaving
frequently. There must be some way to control this through a By Law requiring
Real Estate Agents of residents arriving and vacating to notify Building
Manager, who then supervises the operation, limiting what can be left as
rubbish!.
And the amount of household garbage could be linked to overcrowding and Air BnB
use of units

Regards to cardboard, as pricing is not good at the moment, recycle company
charge money to collect . Council advise that they will help in large item
house rubbish removal, but we need to deal with cardboard, Jack just remove a
mountain of cardboard outside on 15/2/2017. I check with Jack tomorrow,
arrange disposal of the rubbish at depot outside.
I will plan with Jack to remove on weekly schedule then problem as in your
pictures should be disappear.
Any idea, contact of recycling material, help are much appreciated.
