[CTS] Question about 2K and SP3 and XP and SP1

Friend of mine works in a Hospital, and has been told that organizations
subject to HIPAA (the Health Insurance Portability and Accountability Act of
1996) may not install SP3 because of the privacy issue that the features
below introduce. (HIPAA affects hospitals, doctors, clinics, insurance
companies and any organization that deals with patient data. It requires
strict protection of patient information and proof that access is denied to
unauthorized individuals.)

Anybody involved w/this whole auto update/privacy issue got any words of
wisdom for this person about how to proceed w/out compromising the privacy
of his patients, short of moving to Linux...which is all I know to tell them
to do?  Is there somebody trying to get this shit removed, or will disabling
the auto update feature be enough?
