[COMP] Admin: The setaddy command, part 2

Well folks, I'm gonna have to go back on the mail I sent before.  

The setaddy command *does* allow users to change their mail addresses, but only
in certain situations, and not from "you@xxxxxxx" to, say, "you@xxxxxxxxxxxx" 
It's used for those who change from something like "you@xxxxxxxxxxxxxx" to
"you@xxxxxxxxxxxxxx," or something similar.  

So in the future, if you want to change the address that you're subscribed
under, you have to unsubsrcibe/resubscribe, just like before.  The authors of
Listar have promised to add the feature soon though, so I'll letcha know when
it's ready.
