I may have been the source of giving this impression. Several years ago,
Oregon did a futures study that created some goals for legislation in family
law. The study was full of statistics and made a case for some reforms that
discouraged litigation. I haven't lived here long and haven't looked to see
whether any of the legislation passed but my impression is that the futures
study created options around alternative dispute resolution that affected
attitudes and may have paved the way to collaborative law. But, no specific
legislation about collaborative law was passed. My impression is that Texas
needed the collaborative law legislation because of their rules of court and
most states don't need to change laws to effect collaborative law.
