Linda's response is accurate. Every case timely reported for a given
quarter will add cumulatively to the data. We can report at the end of each
quarter that quarter's results and all the prior quarters cumulatively. By
having a deadline on each quarter we have a way to take snapshots, close out
quarter's data and move on with a new snapshot at the end of the next
quarter. As data analysts, our committee will not have to be continually
reworking old data. We can just add the results of a given quarter to the
cumulative report.
I did want to make one point about the example about reporting all cases
that settle during a quarter. A reporter should report all cases (or see
that someone else report all the reporter's cases) that complete in a
quarter, whether or not they settle. In other words, the results will not
be valid if reporters only report the cases that are completed successfully
by settlement and fail to report their terminated cases. By the Forum, we
should have a substantial number of cases to report which should give us a
lot of confidence in the conclusions that are drawn from the data.

one of the requests of survey reporters is that if the reporter has more
than one case settle during a quarter s/he report on all of his/her
cases that settled during that quarter - this will eliminate any
tendency to report cases with positive outcomes only.
