The 0.998 r3 release posted earlier this evening contained some
experimental code which prevents Census from loading under certain
circumstances. A quick fix for those affected, assuming a recent version
of R is installed, is to install the R(D)COM server (which you'll need
to make Xpose integration work when version 4 is released, anyway!)
