If they are building the car wash, then they need to get planning permission,
as Dave Baigent has told them a number of times.
As of today, I haven't received a reply from Chris Penn, nor from Spencer
Group.
I'll be writing to Chris Penn again to express my disappointment not to have
received a reply, or even an acknowledgement.
This is the same old story Phil and I went through last September to December -
no one answering emails or giving even basic information.

However, they say to contract Network Rail for train noise. I'm not sure the
noise of the construction falls to NR (as it seems to be more for train/track
