Further to WhatsApp discussion, this is the drawing of the plans that make me
think that what they're doing is a car parking area. Can just about read it on
the plans.
They may not be building the official 'train wash' structure at the moment but
they probably hope to tie our hands with as much 'rope' (i.e. surrouding
infrastructure) as they can...

However, they say to contract Network Rail for train noise. I'm not sure the
noise of the construction falls to NR (as it seems to be more for train/track
