That depends on what version of "Windows 3.11" you mean:

Why is the thing called "Windows 3.1x" here?
Answer: There were no less than four different version of Windows 3.1:

   * the normal - and, due to the long time it was sold, very widespread -
     version is Windows 3.1 (Date: 09/03/1992 or 10/03/1992)
   * the rare version Windows für Workgroups 3.1 (Date: 08/10/1992)
   * the quite widespread version Windows für Workgroups 3.11 (often called
     "WfW[G] 3.11" as well, date: 01/11/1993)
   * the quite rare version Windows 3.11 (Date: 31/12/1993), which is an
     updated version of Windows 3.1 (bugfixes in core system components and
     more drivers), but has nothing to do with Windows for Workgroups 3.11
     - quite confusing. To make the whole issue even more confusing,
     Windows 3.1 was followed by Windows 3.11, but there was no change in
     packaging - there you could read "Windows 3.1". BTW: There is an
     update from Windows 3.1 to 3.11 available for free.

You can download the update from 3.1 to 3.11, but it's not a big improvement
(some bugfixes). Windows for Workgroups 3.11, however, has 
some advantages, such as 32 bit file access (it gains much more than 32
bit _disk_ access, which can even _de_crease performance in some cases)
and built-in networking support (there's even an optional TCP/IP stack).

Concerning resource expanders (program(me)s promising to expand the resource
heaps) such as those coming with Hurricane or QEMM97: I've
tried 2 or 3 of them, but _all_ of them caused strange problems - with
one Netscape Composer liked MOD4WIN even less (I love those freezes...),
another one was totally incompatible with Win32s apps.
