We try to keep something broad like this with our project: http://dodocad.sf.net/links.html Problem is there's simply too much CAD and CAD-related software out there to maintain such a list short of a full time job. I'm always coming across new stuff, especially free lisp connected with AutoCAD. (BTW, the latest version of the page above is unfortunately on my work hard drive ATM, but which should be pushed up when I remember to send it home.)
