I have that same issue.  If I forget to turn on my USB headset before
starting FSX or I decide to use my headset through the audio jacks as in the
case is when my fiance is around, I have to switch both the Voice and sound
to which ever mode I am using.  FSX does not see the default sound settings
on a Windows 7 64bit computer it seems like.  My 32bit system never had this
issue.

just a thought.  check in settings sound and see what your voice device 
is set to.  I had this issue on windows 7 64 bit where I heard no atc 
feedback and it was set to "default voice device" which gave me 
nothing.  When I explicitly defined a sound device, I got atc sound back.
