No it does not since I have many of times where the internet has been out or I
have forgotten to connect to the internet when I am on the road, and IYP still
works. Must be your system settings.

We’ve actually had trouble with this in the past. The offline mode
was enabled, but IYP still freezes at startup while trying to contact
the server. IT’s quite frustrating when it happens.
