[brailleblaster] Translation only in utd

When enabled this feature avoids all formatting, including Braille
pagination. It is enabled by specifying "formatFor utd" and "paragraphs
no". <brl> elements contain the index attribute and the Braille text. It
may be desirable to also specify "printPages no".
This feature was requested by APH.
