If you have an XML document that uses a "PUBLIC" DTD for validation the parser is going to try to resolve the URL and use the DTD to validate and normalize the XML. Not all XML documents use a DTD and some of them use a "SYSTEM" DTD which would not require resolving a URL. The latter would not require an internet connection. It is also possible to instruct the parser not to try and "resolve externals" but I don't advise it because not doing so can cause other complications.
