Hi:

Yes, when you get your new PC, download and install that file.  You can choose 
either Run or Save.  If you are good with downloading files and know where the 
files will be downloaded to, then pick Save.  Otherwise, you can choose Open or 
Run.  After that, you'll get the install prompts.
