Realspeak is a separate install that comes with the new JAWS 8. I think jaws users could use those voices.

I'm not sure if you can use those or not, since they're specifically
licensed to Freedom Scientific for use with their products. Perhaps there's 
someone else on the list who can tell you. I assume you want to use these
voices when transferring non-audio files to the BP.

I just got the RealSpeak Sapi 5 voices with JAWS 8.0. Can I use
those? Again, I ask here instead of trying it because my software
will not work.
