_The Phoenix Unchained_
by Mercedes Lackey and James Mallory

Tiercel Rolfort and his friend Harrier Gillain have been friends since
the day when Harrier managed to keep Tiercel, who was barely three at
the time, from tumbling off the dock into the sea. Now that they are
seventeen, their lives ought to be diverging. As the son of a noble,
Tiercel will be attending the university in the fall, while Harrier
will be formally apprenticed to follow his father as Harbor Master for
Armethaliegh.

But a gift from Harrier's adventurer uncle proves a catalyst leading to
adventure as Tiercel's curiosity leads him into experimenting with High
Magic, an art that hasn't been practiced in nearly a thousand years,
not since the Elves withdrew far to the east, leaving the Nine Cities
in the hands of men. Tiercel had intended to cast a spell to know the
truth when a sea captain insists that a kraken attacked his ship. But
the knowledge the youth receives indicates that in some hidden portion
of the desert one of the Endarkened who appears to be a fire spirit is
working to free herself so as to help the Dark to rise again to assault
all who would live at peace. But when no one will listen to Tiercel
when he tries to give his warnings, it appears that he must seek out
the Elves--if anyone can help him learn what he needs to master the
battle magic, it appears only they can. Can two young men find their
way to the Elven lands, and before the Endarkened creatures all break
free once more as they did over a thousand years ago?

I found this in print at Goodwill, and have found that it and the other
two volumes of the Enduring Flame trilogy are available as e-texts. I
just downloaded book two to my Nook.
