Hi, Kelsey.

As far as I can remember the method to access fast startup, convoluted though it is, has not changed with the April 2018 update. For whatever reason, Microsoft seems to always enable it whenever Windows is updated to a major release, such as going from the Creators Update to the April 2018 update. Monthly security updates don't alter this setting but major feature updates seem to enable it, even when it was disabled at the time of the update. I remember noticing this when I updated to the April 2018 update and the method I used to disable it seemed identical to the way I've done it in the past. I don't have the steps in front of me but, essentially, you access Power Settings, then go to the option to access settings that are unavailable and Fast Startup should be located there. You may have to give permission to the User Account Control prompt.

A friend of mine has a Dell Inspiron 3542 laptop running Windows 10 home. I 
gave him instructions for disabling the fast startup feature and he was able to 
do it, but recently, that option has been re-enabled and he can’t seem to 
disable it. Did Microsoft change something in one of their updates that now you 
can’t disable fast startup? It just seems odd that this would automatically be 
re-enabled with seemingly no way to disable it. Does anyone have a solution for 
his issue? He told me that in order for him to log in, he has to force a 
shutdown and then turn the computer back on.
