Andy, I don’t think there is any proposed legislation. However, what I hear
from some right-wingers I know is that Trump may try to do it via an executive
order to solidify support from his base. Up until Trump the SSA was projected
to be solvent way past 2030. However, with the Trump tax cuts enacted since
2018 that may no longer be the case.

I follow legislation fairly closely and have heard or read nothing about this.
i have heard that there are projections pointing to the fact that the Social
Security program could run out of money in 2023, but stories like this come out
periodically.
