Hi Miriam,
I remember whwhen this bill passed. I recall thinking that Clinton and
democrats who voted for this thing were betraying the Great Society. While I
liked the idea of encouraging welfare recipients to go to work, I rightly
feared that this bill would increase poverty and be especially hard on
children. I would have preferred some sort of incentive plan for welfare
recipients to transition to work, one that kept their Medicaid intact.
