Jim, you did the right thing. You did exactly what the rules said to do. Please don't let anyone undermine or second guess your judgment as a validater. Carrie's books do have section breaks, but they also have page numbers and are clearly marked as pages. You've said that you didn't see very many page numbers, so you couldn't know where to put page breaks. You would have seen that clearly if it was a case of Carrie's section breaks. If Claire sees a way to work out the page breaks, she will put the book back on step 1 and tell you how to fix the book.
