From what you say it definitely sounds as if it's a blank page and nothing to worry about. So often the publishers do that and i've never had an answer as to why. I usually fill in the numbers when they're not there, both on blank pages and on the first pages of chapters, which often aren't numbered, just so readers don't think that something is missing when it isn't. Kudos to you for checking that the book was returned to page one to ask that the copyright be checked.
