The reason proper DAISY headers are nice is that they allow the reader
software to jump straight to the proper spot in the book from a menu.
The headers allow a working table of contents, rather than having to
jump to the listed page then scroll around to find the actual chapter
head.

I suppose this isn't a major issue in fiction, since fiction is
generally meant to be read straight through, but is for story
collections and lots of non-fiction.
