It would help a lot if, instead of just having the note "ReturnNew" you posted what the problems were, i.e., kn this case, missing pages and many errors. That way the scanner could re-scan, or other people would know whether they want to get the book and validate it or not.
But I wonder if you are thinking of the same book. earlier comments about the book include donedone,a couple of "publish"s and a valid. All those seem to imply acceptance. I think that's what's confusing E. It would seem that maybe just something simple like a copyright verification or something would be needed, but I'm sue E is confused because none of those comments specify why the book wasn't approved.
