From the photo it doesn't appear that the bill is deformed. It looks as if
something is stuck to the bill.
As to your second question I have seen juvenile male hummers with random red or
black spots (depending on the angle of light) on the throat, but never an
organized pattern as the bird in your photo.

I have some questions about this hummer I photographed at our farm today near
Galax:
1. What is the deal with the bump on the upper bill?
2. Are the scattered green feathers on the throat precursors of red feathers
in a juvenile male ruby throat?
