VISN Project Management Support Initiative

The VISN Project Management (PM) Support Initiative for PM training
within the VISNs will be discussed on a webinar and conference call. The
VHA VISN PM Training effort was initiated to address VHA's need for
skilled and credentialed project managers and project management
knowledgeable employees. PM training adds structure and process to VA
projects, provides consistency across projects and introduces new
disciplines. PM training will allow staff to develop the requisite skill
set necessary to support activities necessary to encourage project
management modeling.

There are two types of PM training being offered. The VA Office of
Acquisition and Logistics Acquisition Academy (VAAA) provides resident
program and project management training to those managing moderate- to
high-level programs or projects or acquisitions, or who require
contracting officers technical representative (COTR) training. There are
three levels to this program:

Entry Level

This program is for employees involved significantly in one or more
phases of the acquisition investment process, including those
responsible for leading, coordinating and managing integrated project
teams for minor acquisition investments and who have 1 - 2 years
experience.

Mid /Journeyman Level

This program is for employees responsible for a significant portion of a
capital asset acquisition, encompassing over $1 million of the
investment's acquisition cost and who have 2 - 4 years experience.

Senior/Expert Level

This program is for employees managing a major investment as defined by
VA's Capital Investment Planning Process (CIPP), including those who are
responsible for submitting VA's Office of Management and Budget Exhibit
300. In addition, employees who are responsible for a significant
portion of a major investment equivalent to the thresholds outlined in
the VA's CIPP, as required to be reviewed and approved by the Strategic
Management Council and who have more than 4 years experience.

An alternative PM training is the OneVA PM Certification and Training
Program. This program provides a PM Master's Certificate from George
Washington University. This certificate is not recognized as a
replacement of the FAC-P/PM certificate. Both programs will be discussed
more in-depth on the conference call.

Attendance for either PM program is determined by a series of criteria,
which includes one's role regarding acquisitions and/or current or
potential PM responsibilities. We are offering to discuss the different
types of PM training available, the selection criteria and what support
we can provide to ensure training needs are met. This VISN PM kick-off
webinar will take place at the times and dates outlined below. There is
no need to attend more than one call; each of the calls will cover the
same topic. No registration is required. Each call will provide an
overview of the PM training programs, expectations and pertinent details
about the support the National Training & Education Office will offer.

Managing Project Human Resources
<http://vaww.ees.lrn.va.gov/We_Tracker/We_Track.asp?LINK=1884>

Description: Henry Ford once said that coming together is a beginning;
keeping together is progress; working together is success. Mr. Ford knew
the importance of teamwork. Ask anyone who has worked in a project
environment, and they will tell you that team dynamics can make or break
a project. A positive, constructive atmosphere can keep team members
motivated and productive, while a negative atmosphere can have the
opposite effect. Developing effective project teams is one of the
primary responsibilities of a project manager. Once the team is working
effectively and the project is underway, it is time for the project
manager to proactively manage the project team in order to address and
resolve personnel issues that could adversely affect the project. This
course covers the Develop Project Team and Manage Project Team
processes, the third and fourth processes within the Project Human
Resources Management knowledge area. Learners will be introduced to best
practices outlined in A Guide to the Project Management Body of
Knowledge (PMBOK(r) Guide) - Fourth Edition published by the Project
Management Institute (PMI(r)). Techniques for developing project teams,
such as training, team-building activities and recognition and rewards
will be discussed. Learners will also be introduced to strategies for
enhancing project performance and conflict management techniques.

This course provides a foundational knowledge base reflecting the most
up-to-date project management information so learners can effectively
put principles to work at their own organizations. It will also assist
in preparing the learner for the PMBOK(r) certification exam.

Modality: Web/Computer based.

Credits/hours offered: 2
