Personally, I blame spell checkers and the lack of proof readers. They 
disappeared yonks ago as a cost cutting measure.

This is the first time I have seen "government" used as a gerund ...

appointment  of John Howard's former chief of staff Arthur Sinodinos as another 
adviser to they independent MPs who will decide who *governments* in a hung 
parliament."
