Sounds like what we would call in slightly different circumstances
'false advertising'--pretending something is being offered that doesn't
really exist. This is intended to trick Howard, Steve H, etc. into
donating an hour or so of their time to help the government find out
what the market rate might be.

Hmm, well, they're the government. It must be for the best.
