No. Publishers usually have you take some sort of test, to see if you meet 
their 
requirements. Technical places generally apply the same criteria (whatever they 
may be) as for technical writers. For some types of editing (e.g. science or 
medical journal publishing), a publisher might prefer or even require someone 
with an advanced degree in the subject matter area; certainly a PhD in the 
subject area is a distinct advantage.

Join the ASC (Australian Science Communicators) and network there. Among other 
things, they have a emailed list of freelance and other work opportunities.

Check websites of relevant government departments and quasi-govt bodies, many 
of 
which maintain a roster of available freelancers. 

Contact Australian publishers directly. At least two friends of mine routinely 
do science and mathematics editing for major publishers in Australia. No, I 
don't know which publishers they are.
