In my childhood it was the tailings from a coal mine. The poor villagers
used to send their kids scrambling over the heaps to find pieces of black
coal large enough to burn on their own fires.

It's probably a general terms for heaps of rubbish left over from mining.

Isn't a slag heap the waste material from a (steel-making) blast furnace?
