Yes, you can in import the MP4 file, that audacity will only recognize the
audio portion. When you go to save it again, it will only save as an audio file.

You cannot upload to YouTube unless you have a video component making it a
true MP4 file. If you try uploading just an audio file it will not work.
There are websites that will allow you to import a picture into your MP3
making it a true MP4 file.

An Mp4 has basically three streams, video, audio and optionally subtitles.
Normally, you would export the audio as wav from Audacity and combine
it with the video (could be a single image) through another program or
online service.
I normally use ffmpeg in command line mode but there are other
possibilities available.
